One area that you have neglected in this discussion is differentiating between drunk males and drunk females. I believe that if a group of women go out drinking, they should have a sober friend looking out for their best interests, making sure they get home safely, and that none of them is taken advantage of. This is exactly the kind of situation where rapes occur (the "date rape"). I believe that the "buddy system" should always be used where drunk females are concerned. This is in addition to the other precautions, such as making sure that the friends don't get behind the wheel of a car.
